Security Council to “prove” Cambodia provoked Thailand and to get support for bilateral negotiations.

The regime’s belief is that Cambodia is seeking multilateral negotiations to somehow win a deal on territory. What is unclear is how Cambodia, with less experience and less resources should be able to outwit Thailand’s Ministry of Foreign Affairs….
