On 29 April 2010, PPT has received a note that reported another lese majeste charge. The note, in Thai, said:
ข่าวด่วนสำนักข่าวเนชั่น รายงานเมื่อวันที่ 29 เมษายน 2553 เวลา 20:22 น.ว่า ชุดลืบสวนสะกดรอยกรมสอบสวนคดีพิเศษ (ดีเอสไอ) ได้เข้าจับกุมตัวนายวิภาส รักสกุลไทย หรือก้อง จากจังหวัดระยอง โดยในขณะนี้ได้นำตัวมาสอบสวนขยายผลที่สำนักงานดีเอสไอแล้ว และแจ้งข้อกล่าวหาหมิ่นพระบรมเดชชานุภาพจากการโพสต์ข้อความในเฟส บุ๊คอันเป็นการหมิ่นสถาบันเบื้องสูงด้วยถ้อยคำอย่างรุนแรง ในเบื้องต้นผู้ต้องหาให้การปฎิเสธว่าไม่ได้เป็นผู้ทำเว็บเพจ แต่ว่าแอดข้อความมาจากเวปเพจอื่น ในรายงานระบุว่านายธาริต เพ็งดิษฐ อธิบดีดีเอสไอ จะทำการแถลงรายละเอียดเกี่ยวกับพฤติการณ์ของผู้ต้องหารายนี้ที่ดี เอสไอในวันพรุ่งนี้ เวลา 09.30 น.
Roughly this translates as: on 29 April 2010 it is reported that the DSI has arrested Mr. Wiphat Raksakunthai (or Kong) from Rayong Province on lese majeste charges. He has been taken for questioning at the DSI offices. He is accused of lese majeste in a Face Book page. Wiphat has apparently denied that he is responsible for the page’s content, drawn from other pages. DSI director will provide further details in the morning.
On 30 April, AFP reported the case: “Thai authorities have arrested and charged an anti-government ‘Red Shirt’ sympathiser for allegedly insulting the kingdom’s royal family on Facebook, police said Friday. Wipas Raksakulthai, 37, was arrested at his home in eastern Rayong province on Thursday accused of violating the country’s lese majeste legislation with a posting on the social networking website last month.” DSI is reported as saying: “Wipas has posted an inappropriate message and breached national security by insulting the monarchy on Facebook on March 19,…”. Further, DSI said “the suspect admitted he was supporter of the Red Shirt movement … but he denied insulting the monarchy.”
Amnesty International has made him an official “prisoner of conscience.”
