United Nations Human Rights Office Highly Concerned by Violence at Protest Sites

BANGKOK (21 February 2014) – The United Nations Human Rights Office for South East Asia (OHCHR) expressed deep concern about the violence that erupted between anti-government groups and the police near the Phan Fa bridge in Bangkok on Tuesday.

On the morning of 18 February 2014, after police attempted to negotiate with protestors to clear the road of barricades and other parts of the protest site, scuffles escalated with a grenade thrown and shooting at the police. Although all the details are not yet clear, it appears that a well-armed group associated with the anti-government protests quickly escalated the violence with the use of live ammunition. It also appears that police responded, shooting with live ammunition. Reports indicate that the violence led to five deaths and more than 70 people injured.

It is alarming that armed clashes with high powered weaponry can occur in the middle of Bangkok and put at risk the safety of both peaceful protesters and ordinary people who may be in the vicinity. OHCHR calls on anti and pro-government sides to disassociate themselves from armed groups, and refrain from any form of violence. OHCHR calls on leaders of both sides and security forces to ensure the safety of those genuinely engaging in peaceful demonstrations, and to make sure that all sides strictly comply with the law.

OHCHR further calls upon the authorities to carry out a prompt, full and impartial investigation to establish the facts and to ensure accountability for this and other similar violence incidents that have occurred over the past months. Such steps need to be taken urgently to reduce the likelihood of further such deadly incidents.

กรุงเทพมหานคร (21 กุมภาพันธ์ 2557) – สำนักงานข้าหลวงใหญ่เพื่อสิทธิมนุษยชนแห่งสหประชาชาติ ประจำภูมิภาคเอเชียตะวันออกเฉียงใต้ (OHCHR) แสดงความกังวลอย่างมากต่อความรุนแรงที่เกิดขึ้นใกล้สะพานผ่านฟ้าลีลาศระหว่างกลุ่มผู้ชุมนุมต่อต้านรัฐบาลและเจ้าหน้าที่ตำรวจในวันอังคารที่ผ่านมา ในเช้าวันที่ 18 กุมภาพันธ์ 2557 หลังจากที่เจ้าหน้าที่ตำรวจพยายามเจรจากับกลุ่มผู้ชุมนุมเพื่อเคลียร์สิ่ง

กีดขวาง ในพื้นที่ชุมนุม การชุลมุนที่เกิดขึ้นได้ขยายตัวอย่างรวดเร็วไปสู่การโยนระเบิดและยิงปืนใส่เจ้าหน้าที่ตำรวจ แม้ว่ารายละเอียดทั้งหมดยังไม่มีความชัดเจนดูเหมือนว่ากลุ่มติดอาวุธอย่างดีที่มีความเชื่อมโยงกับการชุมนุมต่อต้านรัฐบาลได้ขยายความรุนแรงอย่างรวดเร็วโดยการใช้กระสุนจริง นอกจากนี้ดูเหมือนเจ้าหน้าที่ตำรวจจะมีการตอบโต้เช่นเดียวกันด้วยกระสุนจริง รายงานแจ้งว่าความรุนแรงดังกล่าวทำให้มีผู้เสียชีวิต 5 คนและบาดเจ็บอีกกว่า 70 คน

สิ่งที่เกิดขึ้นสร้างความตระหนกว่าการปะทะด้วยอาวุธที่มีอานุภาพร้ายแรงสามารถเกิดขึ้นในใจกลางกรุงเทพมหานคร และสร้างความไม่ปลอดภัยให้เกิดขึ้นต่อผู้เข้าร่วมชุมนุมอย่างสงบและประชาชนทั่วไปซึ่งอยู่ในบริเวณใกล้เคียง OHCHR เรียกร้องให้กลุ่มผู้ชุมนุมต่อต้านและสนับสนุนรัฐบาลแยกตัวออกจากกลุ่มติดอาวุธและระงับการใช้ความรุนแรงในทุกรูปแบบ OHCHR เรียกร้องให้แกนนำของผู้ชุมนุมทั้งสองฝ่ายและเจ้าหน้าที่ด้านความมั่นคงรับประกันความปลอดภัยของประชาชนที่ชุมนุมอย่างสงบอย่างแท้จริง และรับรองว่าทุกฝ่ายจะปฎิบัติตามกฎหมายอย่างเคร่งครัด

OHCHR ขอเรียกร้องเพิ่มเติมกับเจ้าหน้าที่รัฐให้ดำเนินการสืบสวนเหตุการณ์ที่เกิดขึ้นอย่างทันที รอบด้านและเป็นธรรม เพื่อให้เกิดข้อเท็จจริง รับประกันให้มีการรับผิดชอบต่อเหตุการณ์ดังกล่าว และเหตุการณ์ความรุนแรงอื่นๆ ที่เกิดขึ้นในหลายเดือนที่ผ่านมา มาตราการดังนี้ต้องมีการดำเนินการอย่างเร่งด่วนเพื่อลดความเป็นไปได้ที่จะเกิดเหตุการณ์ความรุนแรงถึงขั้นชีวิตจะเกิดขึ้นอีกในอนาคต
