We really liked Prachatai’s post on royalist and ratsadon architecture.

Prachatai reports on the work of “Pat Kulkan, an independent researcher and AR model designer associated with Kidyang and Urban Ally, sites dedicated to the study of architecture and urban planning, and Chatri Prakitnonthakan, professor of history of architecture at Silpakorn university, author of The Art and Architecture of the People’s Party, and advisor to the aforementioned project.”

Among the standout points:

Called “Sappaya Sapha Sathan,” the new parliament building is located on Samsen Road along the Chao Phraya River. It features a golden pagoda on top of the building, which is lined with teak wood poles and houses two meeting halls for the Senate and the House of Representatives, namely Chandra and Suriyan (Moon and Sun in Sanskrit language) as well as meeting rooms and offices.

“The new parliament building is not a public building, but a sacred building. The monarchy is at the centre. The top of the building is the pagoda, the traditional Thai pagoda, it is very sacred, very traditional, turning the clock back more than 200 years ago,” Chatri said.

For Chatri, the new Parliament building is designed to create a certain feeling in its visitors.  He calls this process symbolic violence. He finds that whereas parliament buildings in other democratic countries are designed to make their citizens feel as if they hold the power in their hands, the Thai Parliament building makes visitors feel powerless.

“I think when we use the building under the top that has a traditional pagoda, that building will make you become small … tiny people under the space that is sacred and more powerful than you. The building changes you to a subject,” he said.

On the People’s Party and architecture:

“… the Khana Ratsadon used Art Deco style to ignore the traditional Thai order. Khana Ratsadon buildings try to give the power to the people and destroy the hierarchy of architecture. That is the meaning of ignoring traditional Thai ornament: that Thailand was now a real democracy [with] no hierarchy anymore.”

The centre of the new Thai Parliament building is the monarchy, according to Chatri, whereas the centre of the Democracy Monument is the constitution.





Updated: 90 years after 1932

On this day, like may others, PPT remembers 24 June 1932. On that day, the People’s Party (khana ratsadon) executed a well-planned Revolution to end the absolute power of the monarchy.

The inspiration of 1932 for the monarchy reform movement of recent years is crystal clear.

The palace, royalists and military have worked long and hard to erase it from the national historical memory. Indeed, much of the 9th reign was about erasing this memory and Vajiralongkorn and his regime cronies have obliterated statues, changed names, and more in an effort to bury memory of a time when monarchy wasn’t paramount.

Back in 2009 on 24 June, PPT marked the 1932 Revolution by reprinting the first announcement of the khana ratsadon or People’s Party. The announcement is attributed to Pridi Banomyong. We have done it on most anniversaries since then. We won’t today, but readers can click the link above to see it.

That proclamation recalls the thirst for democracy that is the essence of today’s anti-monarchism.

The 24 June used to be celebrated. Now, the event is barely noticed in any official way. After all, democracy is the antithesis of the monarchy in Thailand.

This point is made by social critic and intellectual Sulak Sivaraksa in an interview with BenarNews. He states: “Before 1932, the monarch was above the law, and he was the only one. After the 1932 [revolution], everybody became equal, everybody was under the law, and that was the first victory…”.

But, looking back, Sulak is despondent: “In these 90 years, we are currently [at] the lowest point…”. He adds: “Gen. Prayuth [Chan-ocha] claims this is a democracy, but it’s a sham democracy…”.

He points to the military takeover in 1947 as an inflection point, where Thailand turned back towards monarchism: “the coup leader praised the monarch, who was until then still under the constitution. They turned the monarch to God-like and above the constitution because they thought only the monarch could fight against the communists…”.

Any hope Sulak has is with the young: “I’m only an old man, looking forward to young generations. I’ve seen young generations who are so brave to fight against dictatorship…. I hope that Thailand, while celebrating 100 years of democracy, will go forward and not backward as is happening nowadays.”

One of those associated with the contemporary monarchy reform movement is Arnon Nampa. He affirms that the 1932 revolution “was the beginning of the call for democracy and the start of the fight for democracy. It was precarious because those involved in the 1932 revolution risked their lives…”. Today it is Arnon and other activists and thousands of sympathizers  who “are willing, too, to risk losing their freedom or lives…” in the struggle for democracy and the reform of the monarchy.

Investigating disappearances

Protesters have kept a focus on two disappearances: people and monuments.On the latter, we assume many readers will have seen Prachatai’s excellent report on its efforts to uncover the truth about the disappearance of the Constitution Defense Monument.

The story begins:

The approximately 4-metre-tall concrete monument located near the Lak Si roundabout disappeared without trace on 28 Dec 2018, even though it was situated in front of Bangkhen Police Station. However, no one has been able to answer – how did the monument disappear even when 5 months earlier it had been registered as a National Historic Site in the Royal Gazette?

The monument lauded those who lost their lives defeating the 1933 royalist rebellion led by Prince Boworadet and defending the People’s Party and its constitution.

Prachatai has used the Official Information Act to seek information from several government agencies. These efforts produced fake claims that no one in any of the agencies contacted knew anything about the removal of a very large monument of great historical importance. It is as if each of the agencies and their senior bureaucrats have had selective amnesia.

Of course, the reason for official amnesia is that the removal was probably done by the military on orders (or presumption of favorable response) from the palace and King Vajiralongkorn.

As with the disappeared, murdered, and presumed murdered activists in neighboring countries, it seems that the dull leadership of the regime, including the dullards of the military and the slow minds in the palace, believe that disappearing people and monuments that cross the official royalist historical narrative will allow those events and counter-narratives to be forgotten.

Interestingly, “[a]lthough government agencies do not know how and where the Constitution Defence Monument disappeared, there is one group of people that heard news about its relocation and went to watch events from the night of 27 into the morning of 28 Dec 2018.”

Those people know who was responsible for official vandalism:

military personnel and police officers order[ed] that no photos be taken. …[a] plainclothes military officer … claimed to be from ISOC (Internal Security Operations Command). Later, journalists and other people began to enter the area. The officials tried to prevent them from taking any photos or recording any videos. They … delete[d] any photos.

We applaud Prachatai for continuing to remember and for seeking to hold official vandals to account.

Two stories at the Bangkok Post in recent days demonstrate how monarchists have gone completely bonkers.

The first story is about Lt Gen Soraphot Nirandorn, an old man with a terrible comb-over who claims to be the son of a member of Khana Ratsadorn, or the People’s Party. Ordinarily, that affiliation would not guarantee interest in Soraphot.

But in the royal and royalist efforts to roll back the 1932 revolution, Lt Gen Soraphot’s seeking of “forgiveness” for his father, prostrating “before the statues and portraits of King Rama VII, King Rama VIII and King Rama IX…” gained attention.

He says his father, Maj Sawek Nirandorn, or Khun Nirandornchai, one of some 194 “promoters” of the 1932 revolution, “felt remorseful that he as a soldier had violated the oath of allegiance.” He added that: “When serving on a committee examining royal assets, he did something inappropriate. His last wish was to seek royal forgiveness, but he died before he could do it…”.  Sawek doesn’t have much of a role in the standard histories of the period.

According to Lt Gen Soraphot, his father “left the military and was appointed by Khana Ratsadorn to take charge of the construction of the Democracy Monument and was also appointed as a member of a committee examining royal assets from 1932–1948.”

Some of the details here seem a little screwy, but that could be the reporting or the old man’s poor memory, but his angst seems to have to do with land. When asked “if he would return the assets, Lt Gen Soraphot said he has no objection but will have to ask for consent from the rest of the family.”

For those interested in the story of the land scandal of 1937, download Virginia Thompson’s Thailand A New Siam and read pages 93-95. There it is stated that 33 of the 34 persons named as having ripped off land returned it. Unlike the silence that surrounds royal seizures of land today, back then, there was a furious debate.

The second story is even more bizarre, with the monarchist management and owners of the newspaper deeming it necessary to “clarify” a story from 1950. Yes, that’s 70 years ago. Of course it is about the monarchy and it is also a “clarification” dripping with political intent.

Phibul

The Post finds itself caught up in a series of royalist attacks on the doctoral dissertation titled “Thai Politics in Phibul’s Government under the US World Order (1948–1957)” by Nattapol Chaiching. Nattapol refers to the Post for 18 December 1950 in claiming that the regent attended cabinet meetings and that this caused annoyance for Prime Minister Phibul who demanded that the regent follow constitutional rules.

The Post contorts itself stating that “the paper never reported such information…”. it adds: “In fact, the article ‘Premier May Sit In with Privy Council’ merely reported that several cabinet members had voiced their concern about the appointment of 50 senators by the Privy Council without consulting the government as stated in the full article below.”

That sounds a lot like nitpicking, and we can’t find the article the Post claims to reproduce. All of this is prompted by a nasty royalist campaign. For those who can read Thai, there’s an account of the royalist effort here. The campaign is aimed at a group of revisionist historians.

What is clear is that Nattapol’s basic point is correct. Phibul was working against royalists who were reasserting their power and, as usual, ignoring constitutional procedures. As Sorasak Ngamcachonkulkid has it in his 2005 thesis, “The Seri Thai movement : the first alliance against military authoritarianism in modern Thai history” (p. 539):

Soon after the 1947 coup, senior and traditional members of the royal family and the aristocracy came back to play a central role in politics. The two traditional elite groups began by extending their control to the upper House of the legislature. Although the military leaders attempted to place their own followers in the senate, the Regent, Prince Rangsit, ignored their request and appointed one-hundred senators from among the nation’s most venerable and highly-educated elite. Only eight senators were selected from the 1932 revolutionary group, and no senators were appointed from members of the recent coup. Of the 100 Senators, 90 of them were princes … and [from] the aristocracy….

As time went on, Phibul railed against the royalists, seeking to roll back their power grab and especially against the regent. Indeed, in 1951, when Prince Dhani was appointed regent, Phibul voted against him.

Our point being that the royalists are grasping at straws and again trying to put the genie back in the opaque bottle.

Where are the monuments?

A pro-democracy Silpakorn Community for Democracy group yesterday called on the House committee on religious affairs, arts and culture to “help locate the missing Khana Ratsadon plaque and the Constitutional Defence Monument.”

It is assumed that both monuments were removed on the king’s orders or by those who thought that he’d like them removed.

The 1932 revolution memorial plaque “disappeared” in 2017, just before Vajiralongkorn signed the junta’s constitution into law. Because everyone went unusually quiet about the nighttime vandalism, it is thought that the king ordered the symbol of civilian rule and constitutionalism removed.

The Constitutional Defence monument, celebrating the victory of the People’s Party government over over a royalist counterrevolution in 1933, “was removed to make way for the construction of the Green Line electric train.” That it was a registered historical site made no difference as the state’s vandals demolished it.

It is time to reveal the culprits. But, in royalist Thailand, this seems unlikely.





Remembering 1932 in 2020

24 June 1932 is an important day in Thailand. The palace, royalists and military have persistently worked to erase it from the national historical memory.

Back in 2009 on 24 June, PPT marked the 1932 Revolution by reprinting the first announcement of the khana ratsadon or People’s Party. The announcement is attributed to Pridi Banomyong. We do so again today.

24 June is an important day for those who have long struggled to establish parliamentary democracy in the country only to see their efforts repeatedly crushed by military and monarchy.

For anti-democrats and royalists, 24 June is a day they want to expunge. It recalls a thirst for democracy and is the essence of anti-monarchism in Thailand. The king has been working with the junta-cum-post-junta-regime (of crooks and generals) to destroy memorials and monuments to 1932. History books have been changed. Properties previously removed from the monarchy have reverted to the present monarch.

If royalists remember 24 June for anything it is to diminish the significance of the events of 1932 and declare that King Prajadiphok was the real democrat. Of course, he wasn’t, and he supported several efforts to overthrow the new regime before abdicating.

The 2017 constitution and the changes demanded by King Vajiralongkorn represent a further rolling back of the People’s Party notion of people’s sovereignty.

As we do each year, we invite readers to consider the People’s Party Announcement No. 1, which would probably be considered lese majeste if uttered or published today.

Overthrowing a royalist regime is as important in 2020 as it was in 1932.

When this king succeeded his elder brother, people at first hoped that he would govern protectively. But matters have not turned out as they hoped. The king maintains his power above the law as before. He appoints court relatives and toadies without merit or knowledge to important positions, without listening to the voice of the people. He allows officials to use the power of their office dishonestly, taking bribes in government construction and purchasing, and seeking profits from changes in the price of money, which squanders the wealth of the country. He elevates those of royal blood (phuak chao) to have special rights more than the people. He governs without principle. The country’s affairs are left to the mercy of fate, as can be seen from the depression of the economy and the hardships of making a living – something the people know all about already.

The government of the king above the law is unable to find solutions and bring about recovery. This inability is because the government of the king has not governed the country for the people, as other governments have done. The government of the king has treated the people as slaves (some called phrai, some kha) and as animals. It has not considered them as human beings. Therefore, instead of helping the people, rather it farms on the backs of the people. It can be seen that from the taxes that are squeezed from the people, the king carries off many millions for personal use each year. As for the people, they have to sweat blood in order to find just a little money. At the time for paying government tax or personal tax, if they have no money, the government seizes their property or puts them on public works. But those of royal blood are still sleeping and eating happily. There is no country in the world that gives its royalty so much money as this, except the Tsar and the German Kaiser, in nations that have now overthrown their thrones.

The king’s government has governed in ways that are deceiving and not straightforward with the people. For example, it said it would improve livelihood in this way and that, but time has passed, people have waited, and nothing has happened. It has never done anything seriously. Further than that, it has insulted the people – those with the grace to pay taxes for royalty to use – that the people don’t know as much as those of royal blood. But this is not because the people are stupid, but because they lack the education which is reserved for royalty. They have not allowed the people to study fully, because they fear that if the people have education, they will know the evil that they do and may not let them farm on their backs.

You, all of the people, should know that our country belongs to the people – not to the king, as has been deceitfully claimed. It was the ancestors of the people who protected the independence of the country from enemy armies. Those of royal blood just reap where they have not sown and sweep up wealth and property worth many hundred millions. Where did all this money come from? It came from the people because of that method of farming on the backs of the people! The country is experiencing hardships. Farmers and soldiers’ parents have to give up their paddy fields because cultivating them brings no benefit. The government does not help. The government is discharging people in floods. Students who have completed their study and soldiers released from the reserves have no employment. They have to go hungry according to fate. These things are the result of the government of the king above the law. It oppresses the minor government officials. Ordinary soldiers and clerks are discharged from employment, and no pension is given. In truth, government should use the money that has been amassed to manage the country to provide employment. This would be fitting to pay back the people who have been paying taxes to make royalty rich for a long time. But those of royal blood do nothing. They go on sucking blood. Whatever money they have they deposit overseas and prepare to flee while the country decays and people are left to go hungry. All this is certainly evil.

Therefore the people, government officials, soldiers, and citizens who know about these evil actions of the government, have joined together to establish the People’s Party and have seized power from the king’s government. The People’s Party sees that to correct this evil it must establish government by an assembly, so that many minds can debate and contribute, which is better than just one mind.

As for the head of state of the country, the People’s Party has no wish to snatch the throne. Hence it invites this king to retain the position. But he must be under the law of the constitution for governing the country, and cannot do anything independently without the approval of the assembly of people’s representatives. The People’s Party has already informed the king of this view and at the present time is waiting for a response. If the king replies with a refusal or does not reply within the time set, for the selfish reason that his power will be reduced, it will be regarded as treason to the nation, and it will be necessary for the country to have a republican form of government, that is, the head of state will be an ordinary person appointed by parliament to hold the position for a fixed term.

By this method the people can hope to be looked after in the best way. Everyone will have employment, because our country is a country which has very abundant conditions. When we have seized the money which those of royal blood amass from farming on the backs of the people, and use these many hundreds of millions for nurturing the country, the country will certainly flourish. The government which the People’s Party will set up will draw up projects based on principle, and not act like a blind man as the government which has the king above the law has done. The major principles which the People’s Party has laid out are:

1. must maintain securely the independence of the country in all forms including political, judicial, and economic, etc.;
2. must maintain public safety within the country and greatly reduce crime;
3. must improve the economic well-being of the people by the new government finding employment for all, and drawing up a national economic plan, not leaving the people to go hungry
4. must provide the people with equal rights (so that those of royal blood do not have more rights than the people as at present);
5. must provide the people with liberty and freedom, as far as this does not conflict with the above four principles;
6. must provide the people with full education.

All the people should be ready to help the People’s Party successfully to carry out its work which will last forever. The People’s Party asks everyone who did not participate in seizing power from the government of the king above the law to remain peaceful and keep working for their living. Do not do anything to obstruct the People’s Party. By doing so, the people will help the country, the people, and their own children, grandchildren, and great-grandchildren. The country will have complete independence. People will have safety. Everyone must have employment and need not starve. Everyone will have equal rights and freedom from being serfs (phrai) and slaves (kha, that) of royalty. The time has ended when those of royal blood farm on the backs of the people. The things which everyone desires, the greatest happiness and progress which can be called si-ariya, will arise for everyone.

Loyalism and royalism

When the whole princess-for-PM stuff blew up, PPT mentioned that the election see “loyalty” become an issue. And so it has.

In another move against the Future Forward Party someone the Bangkok Post chooses to label “an activist” – Boonthaworn Panyasit – has requested that the junta’s Election Commission recommend dissolving the party to the Constitutional Court.

Said to be a leader of “a group called People Protecting the Constitution,” the loyalist royalist declared that the Party was “exhibiting behaviour against the monarchy…”. The “activist” slammed Party” secretary general Piyabutr Saengkanokkul’s personal stance in opposition to the lese majeste law.”

This royalist logic, fomented by Gen Prayuth Chan-ocha when he was Army chief, alleges that wanting any changes to Article 112 is an attach on the monarchy itself. Warped royalism soon leads to violent royalism.

Boonthaworn also claimed that party leader Thanathorn Juangroongruangkit probably meant harm to the monarchy when he “recently that Future Forward would complete the mission of Khana Ratsadon [from 1932].” He went on to allege that the two party leaders “had made several comments threatening to the constitutional monarchy.”

“Loyalty” now demands the erasing of 1932, as has been seen in actions by the monarchy-military alliance over the past couple of years. Who would have guessed that 1932 would be an election issue.





Rolling back 1932 II

It was back in mid-2017 that we had our first “rolling back 1932” post. Since then, most of our posts on this topic have had to do with King Vajiralongkorn’s property grabbing in the so-called royal precinct.

That earlier post on 1932 was prompted by the property grabs but more especially by the 2017 theft of a People’s Party plaque and its replacement by a royalist plaque, seeking to erase memories and symbols of 1932. All of this was done in secret, at night and with no explanation at all. Rather, people who asked questions were jailed.

Now, another symbol of that historic period of anti-royalism has been secretly removed.First on social media and then at Khaosod, it is reported that the:

historic monument that commemorated government victory over a pro-monarchy rebellion eight decades ago was removed Thursday night without notice or explanation.

Activists and historians fear that the Constitution Defense Monument, which stood at the Laksi Intersection in northern Bangkok, could be destroyed after security forces were seen taking it away in the early hours.

The now missing monument celebrated 1932, the end of the absolute monarchy and specifically the defeat of rebellious royal forces by the People’s Party, its army and the people of Bangkok in 1933. Known as the Boworadej Rebellion, it was led by Prince Boworadej and supported by the anti-democratic King Prajadhipok.

Chatri Prakitnonthakarn, who teaches history of Thai architecture at Silpakorn University stated: “We don’t know where it is now. There’s a risk that the monument will be gone for good…”.  He worried that the monument has met the “same fate … as the plaque.”

According to Khaosod, those who should know what was going on claimed total ignorance:

Bang Khen district chief Somboon Homnan maintained he didn’t know anything about the removal. He said the monument was located in an area governed by the state railway, which is building an elevated railway nearby….

MRT deputy governor Surachet Laophulsuk, who oversees the railway construction project, declined to comment….

Junta spokesman Col. Winthai Suvari could not be reached as of publication time.

Pro-democracy activist Karn Pongpraphapan “went to the site Thursday night after hearing about the sudden operation.” Police monitoring the operation
“confiscated his phone at about 3am Friday just as he was trying to begin a live video stream via Facebook Live.”

Karn also said “one of the soldiers at the scene refused to tell him why the monument was being removed.” He just said “secret.”

Like many others, PPT can only guess that this is another deliberate plaque-like removal as part of the re-feudalization of Thailand.

Since the accession of King Vajiralongkorn there has been a rapid unwinding of arrangements regarding the relationship between crown and state that were put in place following the 1932 Revolution.

Since coming to the throne, almost everything the king has done has challenged decades-old arrangements that have long annoyed the royal family. It seems clear that he has imbibed the anti-1932 bile that has circulated in the family. He joins a long line of relatives who plotted and schemed against the People’s Party and its legacy. He’s being quite successful in this because he is supported by the royalist military junta and its authoritarianism.

They have not allowed the people to study fully, because they fear that if the people have education, they will know the evil that they do and may not let them farm on their backs.

You, all of the people, should know that our country belongs to the people – not to the king, as has been deceitfully claimed. It was the ancestors of the people who protected the independence of the country from enemy armies. Those of royal blood just reap where they have not sown and sweep up wealth and property worth many hundred millions. Where did all this money come from? It came from the people because of that method of farming on the backs of the people! The country is experiencing hardships. Farmers and soldiers’ parents have to give up their paddy fields because cultivating them brings no benefit. The government does not help. The government is discharging people in floods. Students who have completed their study and soldiers released from the reserves have no employment. They have to go hungry according to fate. These things are the result of the government of the king above the law. It oppresses the minor government officials. Ordinary soldiers and clerks are discharged from employment, and no pension is given. In truth, government should use the money that has been amassed to manage the country to provide employment. This would be fitting to pay back the people who have been paying taxes to make royalty rich for a long time. But those of royal blood do nothing. They go on sucking blood. Whatever money they have they deposit overseas and prepare to flee while the country decays and people are left to go hungry. All this is certainly evil.

Therefore the people, government officials, soldiers, and citizens who know about these evil actions of the government, have joined together to establish the People’s Party and have seized power from the king’s government. The People’s Party sees that to correct this evil it must establish government by an assembly, so that many minds can debate and contribute, which is better than just one mind.

As for the head of state of the country, the People’s Party has no wish to snatch the throne. Hence it invites this king to retain the position. But he must be under the law of the constitution for governing the country, and cannot do anything independently without the approval of the assembly of people’s representatives. The People’s Party has already informed the king of this view and at the present time is waiting for a response. If the king replies with a refusal or does not reply within the time set, for the selfish reason that his power will be reduced, it will be regarded as treason to the nation, and it will be necessary for the country to have a republican form of government, that is, the head of state will be an ordinary person appointed by parliament to hold the position for a fixed term.

By this method the people can hope to be looked after in the best way. Everyone will have employment, because our country is a country which has very abundant conditions. When we have seized the money which those of royal blood amass from farming on the backs of the people, and use these many hundreds of millions for nurturing the country, the country will certainly flourish. The government which the People’s Party will set up will draw up projects based on principle, and not act like a blind man as the government which has the king above the law has done. The major principles which the People’s Party has laid out are:

1. must maintain securely the independence of the country in all forms including political, judicial, and economic, etc.;
2. must maintain public safety within the country and greatly reduce crime;
3. must improve the economic well-being of the people by the new government finding employment for all, and drawing up a national economic plan, not leaving the people to go hungry
4. must provide the people with equal rights (so that those of royal blood do not have more rights than the people as at present);
5. must provide the people with liberty and freedom, as far as this does not conflict with the above four principles;
6. must provide the people with full education.

All the people should be ready to help the People’s Party successfully to carry out its work which will last forever. The People’s Party asks everyone who did not participate in seizing power from the government of the king above the law to remain peaceful and keep working for their living. Do not do anything to obstruct the People’s Party. By doing so, the people will help the country, the people, and their own children, grandchildren, and great-grandchildren. The country will have complete independence. People will have safety. Everyone must have employment and need not starve. Everyone will have equal rights and freedom from being serfs (phrai) and slaves (kha, that) of royalty. The time has ended when those of royal blood farm on the backs of the people. The things which everyone desires, the greatest happiness and progress which can be called si-ariya, will arise for everyone.

Monarchy and lese majeste

Some recent stories on lese majeste and the monarchy deserve to be highlighted even if they have been widely read.

First, the brave Akechai Hongkangwarn has come up with a proposal for abolishing Article 112 of the criminal code. The idea of abolishing the lese majeste is a proposal we heartily support, although the mechanism he proposes strikes us as a tad flawed.

Prachatai reports that Akechai cites a statement by The Dictator in positioning his proposal General Prayuth Chan-ocha use the dictatorial Article 44 to dump the lese majeste law:

He said that after Jatuphat Boonpattaraksa, also known as Pai Dao Din, pleaded guilty of lèse majesté last month, the junta head indicated that the King actually does not want any individual to be prosecuted for lèse majesté.

Some might suggest that getting rid of the law by any means is okay, but we tend to think the idea of using a draconian power to nix the draconian law is contradictory. More significantly, we think it important to look at what The Dictator actually said.

At the time, The Nation reported that General Prayuth stated: “The monarch never wants to see people being punished because of this matter…”. He added: “The monarchy institution always has mercy, always grants pardons and even amnesty…”.

In fact, The Dictator was not expressing the new monarch’s personal position on lese majeste, but protecting the monarchy’s public image.

Prayuth stated that the “protection of the institution of the monarchy is one of the key security strategies of the government.” He “explained”:

“It is not the institution of the monarchy that issues and enforces such laws, it is the government’s duty to enforce the law to protect the institution…. Please understand that HM the King cannot enforce the law. The monarchy gives the power [to the government] to run the country, so we have to protect the institution.”

It is clear that Prayuth is distancing the monarchy from the political use of the law and that he speaking of the monarchy as an institution and not an individual monarch.

He claimed to be bemused that “people know very well that defamation of the monarchy is a crime in Thailand, [but] some just want to violate the law…. I don’t really understand why they just want to disobey the law.”

Prayuth’s position is congruent with the royalist propaganda on the law and is repeating tales we have heard several times over the decades and most especially since the 2006 military coup.

We should add that it is also false. There are several cases listed in our files that show the palace’s direct involvement with cases. One example is Bundith Arniya’s case.

Second, we wonder about a story at Khaosod. The Ananta Samakhom Throne Hall, completed in 1915, is a Renaissance revival-style meeting hall, sometimes erroneously described as a “palace.” It is being closed to the public “indefinitely,” from 30 September, the same day that “people to pay their respects to the late King Bhumibol.”

A magnificent structure and lavish interiors have attracted tourists. Described as housing “some of Thailand’s national treasures,” this seems to mean royal stuff collected by fabulously kings, queens and other royals.

Officials state that there “is no date when the throne hall will reopen…”.

We may be all too conspiratorial, but the Hall is across the road from the purloined 1932 plaque. The Hall also has an important position in the 1932 revolution. As Wkipedia explains it:

During the four days of the 1932 Revolution (24–27 June), the Khana Ratsadon (or the People’s Party) used the throne hall as its headquarters. The party also imprisoned several princes and royal ministers as hostages inside the hall as it carried out its coup [they mean “revolution”].

Following that, the Hall was used as Thailand’s first parliament, and remained the parliament until 1974. It was then given back to the monarchy as part of  the Dusit Palace.

This return to the monarchy was a part of a long process of the royal family clawing back all that had been lost after 1932. That process restored and enhanced the monarchy’s (how) huge wealth and its political influence.

It seems no coincidence that this move is a part of a larger process undertaken under King Vajiralongkorn to further expunge the memory of 1932 and the period of anti-royalism.

Third, the Khmer Times reports on political refugee Neti Wichiansaen and a screening of his documentary “Democracy After Death” in Cambodia.

The report explains that Neti “is part of a small Thai community in Phnom Penh living in exile because of the Thai junta’s harsh enforcement of the loosely worded lese majeste laws, which punishes anyone who criticises the monarchy with up to 15 years in prison.”

Neti says: “If I went back now I would go straight to jail, even though I have no weapons. I am just a filmmaker…”.

Neti was also one of the brave few who signed up for the Article 112 Awareness Campaign in 2011.

On the monarchy in Thailand’s politics, Neti says: “Many people after [the coup], realised that the monarchy is the mother mind of the coup. After that, Thai people think it’s unfair that the monarchy takes sides…”. Of course, the monarchy has always taken sides.

It is revealing that Neti does not claim to be a republican, preferring a European-style constitutional monarchy – that is, the 1932 model. He explained that: “Most Thai people don’t want to destroy the monarchy, they want it to go together with the new democracy…”.

Reforming the monarchy seems a pipe dream. Like the lese majeste law, abolition seems a better approach.
